This is an amazing work by Daniel Bystedt, under license CC-BY-SA 3.0, which I derived to produce a stereoscopic image. Over 99% of the work was done by him, I almost only setup a stereoscopic camera, chose its characteristics and framed his 3D model.
The original blender project can be found at https://cloud.blender.org/p/gallery/5f4cd4441b96699a87f70fcb and has nice animation.

Yes, it is a 3D model in the first place.
The artist gives some explanations on his work here: https://youtu.be/A8ATMFPNaFY
I found it better with depth too, hence my stereoscopic rendering.
It deserves a stereoscopic video, but it would take so much rendering time on my machine that I will probably not do it.

So the actual artwork was a 3D model to begin with? (Nevermind I followed the links to the 3D Blender file). My first assumption was that it was 2D using the grease pencil art style in Blender, but instead it's a full 3D model. It looks so much better when viewed in 3D though.

This looks great... I've seen similar drawings in VR that are astounding.
